Anti-Dumping & Countervailing Duty

Carbon Steel Flanges
On June 23, 2017, the Department of Commerce and International Trade Commission issued the final determination of an anti-dumping and a countervailing duty on carbon steel flanges from Spain, Italy and India. The ruling placed significant assessments on all three countries, with Italy being impacted the hardest, as well as additional duties on specific manufacturers within these countries.

Forged Steel Fittings
On May 17, 2018, the Department of Commerce and International Trade Commission issued the preliminary determination of an anti-dumping and countervailing duty on forged steel fittings from China, Taiwan and Italy. These the significant duties have extended lead times and increased pricing on both domestic and import forged steel fittings. The final determination is anticipated to be announced in early to mid-November 2018.

Stainless Steel Flanges
On August 10, 2018, the Department of Commerce and International Trade Commission issued the final determination of an anti-dumping and countervailing duty on stainless steel flanges from China and India, where the highest duties were assessed to Bebitz and Echjay specifically. These sweeping duties have led to extended lead times and increased pricing for domestic stainless steel flanges by 26% and import stainless steel flanges by 38% to 65%.

On June 20, 2018, the Department of Commerce issued a preliminary determination of a countervailing duty on >16” diameter welded pipe from China, India, Korea and Turkey. Then, on August 21, 2018, the Department of Commerce issued a preliminary determination of an anti-dumping duty on the same product from Canada, China, Greece, India, Korea and Turkey. We will continue to monitor the situation, but we anticipate that lead times and pricing will increase. The final determination is expected to be announced in December 2018 or January 2019.
